EastEuro Link hosted its Third Annual Transport Conference on Financing Central and Eastern European Transport Infrastructure on 28th November 2007 in London. The event was a tremendous opportunity for current and potential investors to enhance their understanding of CEE Transport Infrastructure and the best investment strategies to pursue. Taking place in the uniquely presented Brewery Conference Centre, the event was attended by a range of investors, consultants, advisors and transport industry representatives.

 
Peter Snelson, Director of Project Management, Atkins Global, introduced the conference and chaired the event excellently throughout the day. He evaluated the suitability of the PPP in financing various projects, described how does PPP work within the existing framework (the market), the prospects for PPP in CEE countries, as well as he had identified the most common issues in PPPs. Mr Jens Genkel, Senior Investment Director, Meridiam Infrastructure, then gave an overview of the Meridiam Infrastructure where he emphasised the Principles in Capital Allocation for Infrastructure Projects. This was followed by a presentation on managing mergers and acquisitions by Mr Alois Mika, General Manager, EPIC Invest, Czech Republic; and a talk on Private Equity Prospects by Mr Dougald Middleton, Partner, Ernst & Young with an interesting insights into current CEE markets.
 

After a networking coffee break, Mr Jan Snajdr, Executive Director, PPP Association, launched the discussion on Requirements and Opportunities for Investment in CEE Transport Infrastructure. Then Mr Jiri Petrak, Managing Director, Mott MacDonald, Czech Republic gave a speech concentrating on financing the CEE road network. Dr Simon Wilkinson, Associate, EC Harris, on the other hand, focused on the financing the CEE rail network, where Mr Ondrej Benácek, Investment Analyst, Penta Investments turned the focus to financing airport infrastructure. This session was concluded with a talk by Mr Ion Cernivcean, Minister Counsellor, Head of Trade Section, Embassy of Romania, where he delineated investment opportunities in all of the aforementioned aspects of transport infrastructure in Romania.

Following a lively lunch break where delegates had the opportunity to network and look at the various exhibitions stands on display, Mr Thomas Gummert, Senior Finance Manager, Bilfinger Berger, presented the perspective of PPP projects from the construction industry. Then Mr Cormac Murphy, Head of Division for Bulgaria, Romania and Cyprus, EIB opened another session which concentrated on the application and limitations of public finance. This was then followed by a case studies based on countries, such as Mr Jan Krak, Director of Strategy, Ministry of Transport, Slovakia discussed the perspective from the Government of Slovakia where Mr Ferenc Viragh, Counsellor for Economic Affairs, Hungarian Embassy posed the Hungarian standpoint. The summary was given by Mr David Shasha, Partner, Simmons & Simmons with an interesting emphasis on Polish Infrastructure market.



 

The event brought together a number of influential players in Transport Infrastructure industry to engage in numerous discussions and listen to some excellent insights into the field.
